Regional Facilities Lead required by a large state owned organisation for the west/northwest region.

Reporting to the National Facilities Operations Manager, the Regional Facilities Technical Lead is a key member of the Facilities Operations Team responsible for the delivery of facilities management services at regional level for all Commercial Buildings (Offices, Stores, Operations Centres, Laboratories etc.) for the organisation.

The Facilities Functional area is responsible for obtaining and maintaining the organisations headquarters and regional offices, including activities such as: security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all facilities and locations and the management of the complex fleet. It is an area that is and will be subject to significant change and expansion, supporting a large capital investment program, over the next number of years. The Facilities Operations team oversee and manage the provision of all Facilities Management Services for the premises nationally including Reception & Post Services, Spatial Planning, Cleaning, Waste, Energy, Catering, Stationary, Archiving, Employee Welfare and Building Maintenance. The team drive the delivery of all operational activities planned, corrective, reactive and emergencies associated with the assigned properties, taking responsibility for their safe completion on time, within scope and within budget while also managing the mobilisation and integration of new properties and assets from the Facility Capital Projects and IDD (Infrastructure Delivery Directorate) teams into Facilities Operations.


Main Duties and Responsibilities:
• Manage the provision of all Facilities Management (FM) services of Commercial Buildings and Operational sites in the West & Northwest Region including; Reception Services, Spatial Planning, Capital project support, Cleaning, Catering, Postal services and Building Maintenance.
• Support the Facilities Team on strategically important projects such as Offices, National Stores and Depots, Laboratories etc.
• Manage the delivery of all operational activities planned, corrective, reactive and emergencies associated with the assigned properties, taking responsibility for their safe completion on time, within scope and within budget.
• Manage the day-to-day facilities issues and act as an escalation point, taking ownership of problems seeing them through to resolution.
• Carry out regular meetings with Senior Managers to discuss their current and future facilities and space requirements. Manage office move activities and support agile working policy.
• Develop and maintain strategic relationships and attend meetings with Stakeholders to ensure successful FM delivery. Promote a strong customer service culture and ensure that a high quality, responsive and effective service is provided to all customers.
• Liaise with the Regional Operational teams to ensure that FM services in the region are appropriate to meet the demands of the business.
• Liaise with Local Authority Staff (e.g. Senior Engineers, Plant Managers etc.) as required.
• Ensure delivery of FM services within annual operational budgets and identify and manage any risks to budgets ensuring necessary approvals.
• Develop and manage the operational budgets budget for the west north region.
• Manage and direct third-party contracts and resources to deliver FM services e.g. FM, Cleaning and Catering.
• Manage and authorise all commercial aspects of contracts including, issuing PO’s and approving invoices.
• Support and participate in Business Continuity, Crisis Management and disaster recovery planning.
• Promote and encourage Sustainability, Energy and Environmental policies.
• Manage the set-up and mobilisation of new properties and assets from the Facilities Capital Projects and Property team into Facilities Operations. Also, support the Capital Projects team on the ongoing capital upgrades of buildings and system replacements.
• Manage FM in line with (HSQE) Health, Safety, Quality and Environmental requirements. Liaise with HSQE on risk assessments, audits, incident investigations etc. Ensure work is carried out in compliance with statutory and legislative requirements in respect of Health and safety, the environment, building and workplace regulations. Manage
the appointment and training of Fire Wardens and First Aiders. Ensure Safe Systems of Work are issued and adhered to for all activities. Support Work Safe Home Safe.
• Build relationships and liaise with our Landlords.
• Raise risks and issues as appropriate to the National Facilities Operations Manager.
• Other duties as maybe assigned from time to time.
• The role requires flexibility to extend working hours, work across regions as required addressing needs and the possibility of being a member of the on call rota.

Knowledge, Skills and Experience:
• Relevant third level qualification in Facilities Management / Engineering or equivalent.
• Minimum of 5 years’ relevant experience.
• Previous experience with initiating and maintaining strategic relationships both internally and externally, using strong influencing skills to achieve business goals
• Ability to manage conflict and crisis situations effectively
• Must possess excellent written and verbal communication skills
• Excellent analytical and problem solving skills, coupled with the ability to generate innovative technical solutions as required
• Ability to manage time and workload effectively which includes planning, organising and prioritising with attention to detail.
• Experience with identifying improvement opportunities, generating ideas and implementing solutions
• Ability to set own high standards of performance and delivering desired results

Full clean Driver’s License.
