Learning & Development Manager

Your new company

We have partnered with a well-known state agency in their search for a Learning & Development Manager for their office in Mayo. Responsible for overseeing the Learning and Development (L&D) function, ensuring the delivery of core activities and maintaining updated records. Providing L&D guidance throughout the organization to assist people managers and staff in achieving corporate goals and strategies.

Your new role

  • Collaborates with the HR Manager to develop and implement the Learning and Development Policy aligned with the People Strategy, Learning & Development Strategy, and Corporate Plan.
  • Communicates the Learning and Development Strategy & Policy, including publishing activities like the annual learning and development calendar.
  • Engages with HR and People Managers to ensure L&D programs meet business needs, identifies role-specific L&D requirements, addresses gaps, and informs resourcing requests and workforce planning.
  • Monitors and reports on L&D Key Performance Indicators and metrics.
  • Conducts training needs analysis for business transformation projects.
  • Evaluates and implements new L&D processes and systems, such as a learning management system, e-learning, considering LEAN and operational excellence initiatives.
  • Manages L&D administration tasks, including maintaining training records, generating reports, managing financial aspects, and creating training profiles for various roles.
  • Develops and reviews L&D profiles and e-PMDS records to identify training needs and implement solutions.
  • Plans training for new employees and facilitates induction activities.
  • Designs, delivers, and evaluates training sessions for groups, teams, and individuals.
  • Develops wellness content and programs for all business areas.
  • Collaborates with external partners, suppliers, and internal teams to implement and assess solutions and initiatives.
  • Supports developmental initiatives like Shadowing, Mentoring, Work Experience, Talent Management, and Succession Planning.
  • Manages the L&D budget, contracts, and enhances e-learning and Learning Management System (LMS) utilization.
  • Leads and supports HR projects as delegated by the HR Manager.

What you'll need to succeed

  • Minimum level 8 qualification in Human Resources/L&D or related field like Training/Education.
  • 2+ years of focused L&D experience, including coordinating and administering high-quality L&D activities.
  • Working experience with state/national L&D organizations such as QQI.
  • Proficiency in executing large-scale training programs for organizations.
  • Effective communication skills for diverse audiences, both written and verbal.
  • Ability to establish and nurture a network of L&D support and stakeholder relationships.
  • Familiarity with IT solutions in the L&D domain.
  • Strong project management abilities.
